PROMSVYAZBANK - The external backdrop is mixed. US futures are up slightly
while Asian stocks have moved in different directions, and Brent is down 0.2
percent. The most liquid Russian stocks will see a rise in early trade.
OLMA - A further rise in the market remains possible, but so is a pause, as
traders need some time to get used to new levels with the RTS above 1500.
ALOR - The MICEX index has already exhausted most if not all of its growth
potential. Considering the lack of growth drivers, long positions should be cut.

IN THE PAPERS:
Russia intends to use its 2.7 trillion rouble National Welfare Fund to
invest in infrastructure bonds, the Vedomosti newspaper reports, going beyond an
initial 100 billion rouble investment outlined by President Vladimir Putin in
his annual state-of-the-nation address on Wednesday. The government is also
likely to soften a recently adopted budget rule to enable more of the fiscal
reserves to be invested in infrastructure, the business daily reports.
Russia's government intends to reduce the fees earned by brokers and
investment banks from privatisation deals, capping them at 0.3 percent of
proceeds - half of the rate they earned from recent flotations - the Kommersant
daily reports.
