

JAKARTA, Nov 5 (Reuters) - Indonesia's President Susilo Bambang Yudhoyono said on Thursday that he would focus on legal reform, eradicating what is known in Indonesia as the legal mafia, as part of his government's programme for the first 100 days.
Following are key quotes from Yudhoyono on the programme :
* LEGAL REFORMS
'I say to the people of Indonesia, who feel like they have become victims of this mafia in the past, or perhaps even now are a victim, to report this,' Yudhoyono said at a press conference.
'To the people I say let us make our system clean. Let's knock down corruption.'
* TERRORISM
'Terrorism is a threat to us.'
'We will enhance our capacity so that we can tackle terrorism better in a bid to protect our nation.'
* ELECTRICITY SHORTAGES
'Almost all provinces suffer electricity shortages.'
'We want to make sure that in the next five years we will increase power capacity to cope with (higher) demand.'
* FOOD PRODUCTION
'In the first 100 days we will ensure that the revitalisation of fertiliser factories is properly executed for the next five years.'
The aim is 'to set up programmes to boost food production to ensure food security.'
'Particularly for commodities which have not yet met the (government's) targets such as soybean, sugar.'
* NATURAL DISASTERS
'We know our country is prone to earthquakes, tsunami, and now global warming, long droughts, et cetera. Therefore, the answer is one, alertness must be increased.'
'Within the 100-day, I would like to have well-prepared standard operating procedures for disaster management.'
* REVITALISE DEFENCE INDUSTRIES
'We have a lot of defence industries, strategic industries.'
'Because of the crisis they have encountered serious problems.'
